The China Art Festival, known as the grandest national cultural art festival in Chinese cultural circles, inherited a history of 20 years since first held in 1987. The influence of the China Art Festival on politics, economy, culture and society was enhanced while the mode turned to perfect and participants increased. Its function has gradually developed from 'focused on economic while the culture is in the secondary place' to 'economic and culture being advanced side by side', of which both the denotation and connotation have expanded consistently. Unfortunately the comprehensive and scientific work on the China Art Festivals was rare among Chinese academic research, although they provided plentiful theories and resources to explore.This dissertation took the Chinese Art Festivals as the research object, mainly concentrating on the Eighth China Art Festival, and focused on the management mode applied during the preparation and the responsibilities taken by the government from the perspective of government administration. Based on the experiences of previous China Art Festivals, the dissertation was aimed to summarize the development path and consequently preceded a compare study to conduce its survival.The research can be divided into three parts. The first part, chapter one to four, reviewed the history of precious China Art Festivals covering their social background, theme, government administration mode and operation mechanism, stage art and civilian culture activities, and cultural facilities construction. The Eighth China Art Festival was employed as a case study to analyze the operation process with abundant of survey and primary data being applied. The development path of the festivals and the government administration operation mechanism were therefore presented.The second part was the fifth chapter, which preceded a compare study on the domestic and international influence of the Chinese Art Festivals. The significance and profound influence was stated with verities of investigation data being refereed.The third part, chapter six, proposed the development path of the festivals after seriously considered the limitations of the Eighth China Art Festival, expecting the research would be of references for holding the China Art Festivals and other related events in the future.
