Although United States defeated the Spanish colonial empire in Spanish-American War in 1899, it did not win the war and denied the U.S. military's own internal shortcomings, one of which is particularly important to the war, lack of coordination between the Navy and the army, leading to the two armies fighting for their own governance. Throughout the 20th century, the U.S. military has conducted two rounds of a "unified operational command system" in practice. For the first time, it is Joint Board. Since its creation to the end, the Committee is an advisory body to the Commission. It is also a minimal role in the United States military history. After Pearl Harbor incident, the United States entered the war as allies, but this time the situation of the U.S. military did not experience any differences as the establishment of Joint Board during the two-wars. For the harmonization of the armed forces between Britain and the United States, they established the Combined Chiefs of Staff, the main military command and coordinated operations between the two countries; At the same time, the U.S. military also created the Joint Chiefs of Staff, which focused on wartime command of U.S. military operations, coordinated army and naval military action to provide military advice to the president. After the World WarⅡ, the retention or abolition of the Joint Chiefs of Staff had become the focus of the discussion among the United States military and politicians. Finally in 1947, "National Security Law," the Joint Chiefs of Staff would be retained and become a permanent statutory body, as President, Secretary of Defense, the National Security Council's military consultant. With the Joint Chiefs of Staff playing an effective role, Joint Board quit at the late stage of history. As a predecessor of the Joint Chiefs of Staff, its existence for more than 30 years history also provided a reference for the development of the Joint Chiefs of Staff.In this paper, a total of three parts, divided into introduction, body and conclusion, one of the body were divided into three parts:The first part is mainly described in the U.S. "unified operational command system" preliminary practice– Joint Board. It mainly introduces the establishment and two reorganizations of Joint Board. Finally the Joint Board has successes and shortcomings evaluated.The second part focuses on the establishment and development of the Joint Chiefs of Staff. The section includes the background of the establishment of the Joint Chiefs of Staff, wartime reorganization and evolution of the Joint Chiefs of Staff in the early Cold War.The third part briefly introduces the role and evaluation of the Joint Chiefs of Staff.Summary of the full text of the Joint Chiefs of Staff from the establishment of a temporary agency during the World WarⅡto a statutory military institution at the beginning of `the 1947 "National Security Law". This is one of experienced army, naval and a variety of civilian agencies of the match, at the same time as the development of the situation at home and abroad, the Joint Chiefs of Staff has also experienced a lot of reorganizations, and ultimately a more completed system. Important as the United States'military agency, Joint Chiefs of Staff has played an effective role, but its own inherent contradictions will always be with the entire development of Joint Chiefs of Staff.
