Research On The Administration Management System Of Gulangyu's Municipal Council

Forty-two years of the Gulangyu leased territory forms its unique administration management system, which is composed of Britain and the United States leased territory and Japan leased territory. During the leased territory period of Gulangyu, the administration management system is mainly carried out by the Municipal Council. Chinese have the right to participate in public affairs. During the Britain and the United States Municipal Council of Gulangyu, the management is manifested mainly in 'the rule of law management', 'democratization management', 'community autonomy 'and so on. These management approaches make Gulangyu progress and development. During Britain and the United States period, the political situation of Gulangyu community is steady, and the economy is prosperous, and the culture and education also have been developed. The period of Japan monopolized is different from the Britain and the United States Municipal Council, the Japan leased territory present in 'the rule of man management', 'dictatorialness management', 'chief of the community'. It is also because the Japan violated of the management style which was set up by Britain and the United States .The result of the Japan leased territory of Gulangyu, the political situation of Gulangyu community is unrestful, and the economy is depressed, and the culture and education also have been stagnated. Eventually end up with Japan retreat.Gulangyu recovers by 1945 and shows a perplexing situation. Gulangyu have many problems, such as the community features faded, the island is very inconvenient for residents, the tourism industry is not satisfied by people and so on. Gulangyu's predicament trigger a lot of people thinking. This article attempts to draw the merits of the administrative management system of Gulangyu leased territory and combine with the actual situation in today's Gulangyu to explore the administrative system of Gulangyu's way out. At present, Gulangyu needs to re-position, and draws lessons from Britain and the United States' management idea and pattern. This article brings forward some of the available views and suggestions that in order to help Gulangyu out of the plight.
