On The Thought Of Harmony In Shang Yang's Country Strategy Of Fu Guo Qiang Bing

Shang Yang is a famous representative of Legalist school during the period of Warring States, an outstanding thinker, statesman and reformer of the emerging landlord class. To adapt to the situation in the Warring States period, he took reform as a minister in the Qin-phase and the strategy of Fu Guo Qiang Bing (enriching the country and strengthening the military power) was applied to the practice of reform, which vigorously promoted the political and economic all-round development of Qin, and implemented a harmonious and stable social order, so that Qin State quickly becomes one of the strongest countries among the seven countries. This has laid a solid foundation to achieve the great cause of Qin's mission to unify all the countries. Through analyzing the connotation of harmony in Shang's strategy, this paper from an objective view puts forward its referential significance to the construction of our socialist harmonious society.The first part of article illuninates the origins of the study, sums up the current research situation of today's academic world about Shang Yang's literature and thought, and proposes the research value of this paper and the research methods to be taken.The second part introduces the life of Shang Yang and the Book of Lord Shang.The third part analyzes the background, philosophic basis and the theory of human nature, on which Shang Yang's government strategy of Fu Guo Qiang Bing(enriching the country and strengthen the military power) was formed. On the aspect of times background, this paper analyzes the reforming state of each country in the Warring States period, the basic situation in Qin before Shangyang's reform, the support from the supreme ruler of Qin and the strong vitality of Shang Yang's thought about the rule of law. On the aspect of philosophic basis, this paper analyzes, mainly from the theory of historical evolution and political reform, that the developing view of history is the basis for Shang Yang's reform. On the foundation of human nature theory, it mainly analyzes the effect to the formation of government strategy when the theory of selfish human nature is taken as basis of punishment and award.The fourth part discusses the connotation of harmony of Shang Yang's government strategy. It mainly involves three aspects: The first is about"Geng Fa"(modifying laws), the basic role as guiding ideology of the reform; the second is about the idea factors of"Min Ben"(people as basis), and mainly discusses that in the process of effecting the strategy people play an essential role. Based on"Min Ben",this strategy facilitates the system of"Shou Tian"(conferring lands) which is favorable for agricultural production, and initiates and implements the"Nong Zhan"(concentrating on farming and military power) policy in favor of the people; the third is about"Ming Fa"(popularizing the legal literacy among the people) and"Yi Xing"(universalizing standard of law towards anyone), and mainly focuses on three requirements and the means of"Ming Fa", and the concrete practice of enforcing justice of"Yi Xing".The fifth part assesses the positive significance of the Shang Yang's strategy as well as the existing problem. First of all, with emphasized effort, this part discusses the positive significance of"Geng Fa", the idea factors of"Min Ben","Ming Fa"and"Yi Xing", as well as the referential significance to the construction of today's socialist harmonious society. Secondly, it points out a number of problems in this strategy, such as the utilitarian orientation of the idea factors of"Min Ben", radically heavy penalty and so on.In conclusion, from both the positive and negative aspects, this article gives a general evaluation of Shang Yang's government strategy and fully affirms its connotation of harmony.
