The Research Of The Investments In Of Taian's Rural Public Culture Undertakings

Since the reform and opening-up , the agricultural industry and rural economy of our country has made great progress, the farmers' food problem has been solved roughly. However, the rural cultural construction is relatively stagnant, the rural cultural is insufficient, and the difference of cultural levels between urban and rural areas is great. This restricts the process of building a well-off society. Presently, an important factor that restrits the development of the rural cultural construction is the issue of investment of capital, therefore, seeking effective ways to strengthen the construction of rural culture, which is from the perspective of invetment in rural cultural construction, has both theoretical value and important practical significance.In this paper, under the direction of mature economic theories, the author inspects the institutional arrangements and current situations of the investment in rural public culture of Taian, and clarifies the main problems and difficulties that restrit the rural cultural construction. Next, on that basis, the writer puts forward the basic ideas and countermeasures to resolve the problem. The paper is divided into five parts. The first part is introduction, briefly explains the purpose and the background, significance of the research, reviews the research findings of the field, introduces the main research method the paper adopts, points out the shortcomings and innovative points . The second part is theoretical analysis of the rural cultural investment, on the basis of the related concepts, on the one hand, analyses the rural cultural products on the economic attributes,on the other hand , discusses the rural public products of effective supply on theoretical basis. And the third part, analyzes the situation of the investment of Taian's rural public culture, on the basis of a brief review of the historical evolution of the rural public cultural system, investigates the status and characteristics of Taian's rural public cultural undertakings. The forth part is the analysis of the factors that influences aian's rural public cultural undertakings. The issue is analized from four aspects: conceptual question of rural culture consruction, the management system of rural public cultural undertakings investment, financial support of rural public cultural undertakings,the social investment channels of rural public cultural constructions.The last part analyses ideas and countermeasures that improves the efficiency and level of invetment of rural public cultural undertakings, discusses the main three problems: related subject function orientation In the construction of rural public cultural undertakings; changes the characteristics of structure to adjust to the regional economic and social development; the way to improve the efficiency of rural public cultural construction .The main innovation in this article are: (1) In accordance with economic attributes of rural public cultural products , the main functions of input that government shoulder in building of public cultural undertakings in rural areas are proposed and demonstrated and government play input-oriented features. (2) Through the actual inspection of the situation, characteristics and influence factors of public cultural undertakings in rural areas in Tai'an, the outstanding issues of Investment in public cultural undertakings in rural areas are found,which include that the total is less, investment structure are lack of reasonable, regional differences are clear .What lie behiend this conclusion are that the awareness is not in place, the system is not perfect, input channels are not clear, the using of funds lack of supervision,etc. (3) Based on the analysis of the factors restrict Public cultural investment in rural areas, the efficiency of rural public cultural investment can be improved by means of the conversion of government functions, and optimizition the structure of rural public finance investment, speeding up institutional.
