Research On Financial Investment Of Provincial Cultural Undertakings In Yunnan

Yunnan has excellent condition in developing cultural undertakings, being one of richest province on culture resources. On the other hand, it also has the four-in-one problem as a frontier, ethnic, mountainous and poor province. How to achieve this transformation from being rich in culture resources to being a strong province in culture has been the key issue for our policies and practices striving to explore in recent years. As for the status of financing in Yunnan cultural development, government investment is an important or even the main source of funding. However, for the total state revenue of Yunnan is low, how to guarantee the sufficient investment in culture undertakings is a major challenge faced by policy and practice. Within the existing investment scale, the financial expenditure structure and investing mechanisms on cultural undertakings has become more important. Therefore, systematic analysis on financial investment situation of Yunnan provincial culture development, studying how to improve their fiscal expenditure structure and investment approach for culture, has great practical significance and positive theoretical value for the promotion of sustainable development of cultural undertakings in Yunnan.Focusing on the theme of optimizing financial investment on cultural undertakings in Yunnan, basically this paper figures out the status of the financial investment on provincial cultural undertakings, further analyzing problems and causes within it, and finally comes up with policies and measures on this optimization. Specifically, the full text can be divided into five chapters. The first chapter is the introduction, including research background, problems, significance, review, methods, and brief on major basic theory and core concepts. The second chapter analyzes the current situation of financial investment size, structure, methods and benefits of provincial cultural undertakings, laying the foundation for discovering the existing problems. Chapter Ⅲ points out these problems of financial investment on Yunnan provincial cultural undertakings which contains the "offside" dilemma and "absence" which is difficult to replenish in time, the arduous task of constructing public cultural service system, the uneven financial security field, the inadequate investment in cultural heritage protection, the single way of financial security and the lack of effective performance evaluation mechanism. The fourth chapter analyzes the causes for problems. And Chapter V has proposed a series of measures for solving these problems:choosing wisely to do something for cultural development with financial support; reasonable construction of public cultural service system; achieving balance among the inter-regional, urban and rural area for cultural undertakings security; paying more attention to cultural heritage protection; further optimizing the way of financial security contributions; establishing a scientific and reasonable performance evaluation mechanism and so on.
