The reform in the civil service system of Britain and the United states in19th century was to eliminate maladies, improve civil official quality and the government efficiency. The basic principles established in the process of the reform has great enlightenment to improving the civil service system for other country.The thesis consists of3parts.The first part gives a brief introduction of the background of two countries civil service system reform in19th century. It fully discusses the historical necessity to carry out the reforms in civil service.The second part elaborates the detailed preparation and contents of the reform and analyzes the similarities and differences between Britain and The United States. Although the time interval of their reform is not long, but the United States established distinctive civil service system on the basis of Britain experience especially defined three basic principles of the U. S civil service which is different from the Britain.The third part mainly states the influence on two country by their civil service system reform and the enlightenment to Chinese public service reform from them. The reform had improved civil official quality and realized the legalization of civil service management, improved the government efficiency and maintain the two country political situation stability further. The reform carried out150years ago, however, it is still of positive significance to perfecting our current laws of public service and realizing Chinese public service management objectivity and justice.
