Experienced a stage of cultural system reform, the cultural system reform of China have entered the stage of a comprehensive reform in 2006. It is necessary to study "people" in reform . This paper aims to discusse the non-profit cultural institutions how to do a good job in personnel work without the premise of institutional reform,and the cultural institutions from non-profit turn to profit how to do a good job in labor work with premise of institutional reform.After reviewing and discussing the history of the cultural system reform ,this paper go into the non-profit cultural institutions how to do personnel work and the cultural institutions from non-profit turn to profit how to create and adapt the relationship between employers and employees. And the discussion from the management perspective. In order to do a good job in personnel work,the institutions, the government, trade unions should play a role, and the institutions should play a major role.In order to do a good job in personnl work the non-profit cultural institutions should do their best to do ideological work of staff, help staff shape awareness of job responsibilities, service and other awareness , to adjust employment mechanism , allocation mechanism , incentive mechanism social security system and other mechanisms. And the the functions of government and trade unions should be changed.The establishment of labor relations of the cultural institutions from non-profit turn to profit must under the guidance of Labor Relations Theory , Enterprise Contract Theory and Human Resources Management Theory, must deal with the conversion and reform of the mechanism and "people".The improvement of relations between employers and employees should complete through internal testing and external adaptation. The institution should engage in staff's ideological and emotional, build corporate culture, make full use of the function of trade unions , government, the tripartite consultation mechanism and construct the labor market.
