During the course of the early modernization, although in many aspects China and Japan shared similarities, regarding from results they varied greatly .The development of modernization was influenced and limited immensely by social elements, this text aimed to study on influence of political community on the development of modernization, by analyzing concept of social structure, comparing differences of social structure between China and Japan, excavating the particularity of society in China.As subsequent modern country, it would confront tremendous pressure and challenge and need impelling political community to guide and prompt social reforms, this is the point of which China lack during the course of the early modernization, meantime, in the study, it was recognized that during social revolution for thousands of years in China, nepotistic system of power of the imperial clan manifested great resistance.
