Mocius and Jeremy Bentham are respectively the first utilitarianism starter in Chinese and the Western history. Mocius is the first person that initiated the utilitarianism thought in our country history, while Jeremy Bentham is the first person that systemically proposed the utilitarianism theory in the Western ethics history system. Based on this, this article attempts to launch the concrete research from Mocius and Jeremy Bentham utilitarianism thought in order to instruct the modern market economy development. The approximate content and viewpoint of this article are as follows:The first chapter has analyzed utilitarian view of Mocius and Bentham from the internal and external differences. The intrinsic basis of Mocius'utilitarianism thought is based on moral"day aspiration", and represents the supreme morals through the respect to this kind"goodness"to take the entire theory obligingly as the starting point; while the foundation of Jeremy Bentham's utilitarianism thought lies in the natural human nature individually. Transited naturally from the two intrinsic difference: Mocius'"simultaneously intelligentsias personality"emphasizes the whole pursue, but Jeremy Bentham's"leading a comfortable life freely"focuses on the individual happy pursue.The second chapter has analyzed Mocius and Bentham's moral values. Mocius' "universal love" is, regardless of who I am or not other affinity, no arithmetic love all people. Mocius thought that"righteousness"is"benefit","benefit"is"righteousness", advocated the expensive righteousness high interest, the pursue righteousness benefit-in-one. Bentham regared " the greatest happiness for greatest number " as his goal, that is, the maximization of individual interests is the motivation and starting point, the maximization of social benefits is the goal and end, which is reflected in the moral materialistic values.The third chapter has analyzed Mocius and Bentham's theory of moral evaluation. Mocius insisted on the unity of motive and effect. Bentham was a typical example of the effect, he believed all actions that were consistent with the utilitarian principle were justified and right; on the contrary, all acts that were inconsistent with the utilitarian principle to the actors and couldn't bring real benefits, that was, should be unjustified and wrong.
