The Research Of Government Functions In The Development Of Culture Creative Industry

The cultural creative industry is a newly-developed industry advocating personal creation and emphasizing the combination of economy, culture and individual creative ability in the knowledge-based economy. The role of creative industries as an impetus in the development of creative industries has gradually shown to the world and it actually has become a significant symbol of regional competence. Despite of the fact that many researches have been conducted in the academic circle in China, related theories are seldom touched upon and the systematic researches on government function in the development of creative industries are even the least researched. What's more,as an industry greatly different from traditional industries, creative industry is highly open and it is dynamic in its development mode, therefore it is essential to conduct a systematic research on creative industry and thus to make a more rational assessment of government function.This thesis will firstly analyze the inner components and features of creative industries systematically and then construct a panorama of the industrial chain of creative industry by analyzing the development mode and running method of this industry. After that, the author try to discuss the role of the government in the creative industries based on the above analysis and on the analysis of the key link in the industry chain to point out that the government should act as a determine-maker, a servant,a supervisor and a manager in the industrial development. At the end of this thesis, the author will cite the municipal government of Hangzhou as an instance to research the government function in the development of creative industry and will also offer suggestions on how to make a correct assessment of government function in Hangzhou.
