Research On The Government Function In The Cluster Development Of Cultural And Creative Industry

The cultural and creative industry is an emerging industry that has gradually developed in the 21 st century.It originated from the cultural industry and was produced by the deep integration of the cultural industry and the creative industry.It is based on traditional culture and penetrates into the first and second industries.Bring into play the creativity of people,adopt the combination of art and technology,promote the deep integration of the first,second and third industries,enhance the added value of the three major industrial products,promote the optimization and upgrading of the industrial structure,and form a bigger and stronger creative industrial clusters and a sound industrial chain.In recent years,the cultural and creative industrial park has developed rapidly across the country,and various cultural and entrepreneurial industrial parks have emerged in an endless stream.Local governments have launched preferential policies on land,taxation,and funds,and vigorously promoted the construction of cultural and creative industrial parks.A unique cultural and creative industry gathering park.Compared with Hangzhou,the government of Zhengzhou cultural and creative park has problems such as imperfect cultural management system,imperfect industrial policy,inadequate supervision,lack of professional talents,lack of service platforms,and lack of cooperation among enterprises,this has led to a lower level of cultural and creative industries,less obvious economic benefits,and low added value of products,which restricts the upgrading of industrial structure and economic development in the region.Based on industrial agglomeration theory,the government function theory and symbiosis theory,this paper focuses on the problems of local government functions in the development of cultural and creative industries in Zhengzhou international cultural and creative industries park,learning from the advanced experience of Hangzhou cultural creative industry through theoretical research and comparison,make suggestions such as optimize the performance of government functions in the development of cultural and creative industries in Zhengzhou,improve the cultural management system,issue industrial policies,strengthen marketsupervision,attract and train talents,build public service platforms and guide industry division and collaboration,for reference of relevant government departments.
