The Research Of Government Functions In The Development Of Cultural And Creative Industries

In times of knowledge-based economy,with the accumulation and innovation of knowledge,the cultural and creative industries which transform the cultural creativity into new products and new technologies have developed rapidly all through the world.Also,the cultural and creative Industries have become a new economic growth point in the development of modern industry through the integration with other industries.Some developed countries and regional governments have successively promulgated a series of cultural and creative industry policies that are compatible with the development of their countries and regions,and the development of cultural and creative industries is regarded as an important way to optimize and upgrade the structure of cultural industry and expand social employment.In the development of the national economy,the cultural and creative industries have developed rapidly in some relatively developed cities and regions in China.They have played a very important role in promoting urban upgrading and transformation and achieving sustainable development,and have gradually become the pillar of the tertiary industry.Kaifeng,as an ancient capital of the Eight Dynasties with a long history,contains rich cultural resources,and the development of cultural and creative industries has its due meaning.However,the cultural and creative industries in Kaifeng are still in the initial stage of development,and there is still a big gap in the level of development with Beijing,Shanghai,Hangzhou,Taiwan and other developed areas of cultural and creative industries.In the early stage of industrial development,the government played an indispensable role.How to optimize government functions and promote the better and faster development of cultural and creative industries in Kaifeng has become an important topic of this article.Based on the theory of government functions,this article is to investigate and study the development status of the cultural and creative industries in Kaifeng by using methods such as literature research,interview,questionnaire survey,case analysis and other methods.It is found that the government still has some problems in the functioning of the government as follows,inadequate publicity and guidance,unclear industrial policies,shortage of human resources,incomplete platform construction,backward supervision and management system etc.By analyzing the causes of these problems,drawing on the advanced experience of Hangzhou and the United Kingdom in the development of cultural and creative industries,and combining with the industrial attributes of cultural and creative industries,this article puts forward suggestions on the optimization of government functions in the development of cultural and creative industries in Kaifeng from the three aspects of government’s functions,macro-guidance,public services,and supervision and management,it provides a certain reference value and practical significance for the government to play its role in the development of cultural and creative industries in Kaifeng.
