In The Ethical Perspective Of Rational Administration

The eventual purpose of research on rational administration under the Ethics is the moral administration. Governmental organization and administrative officials, who are the administrative and moral subject, when they in working, some objective and subjective factors, such as popular materialize of the social external environment, moral factors in governmental organizations system, lacking in moral consciousness and limited capacity to deal with moral dilemma and so on, which turn to the barriers and cause administrative subject can't cultivate moral and do moral administrative acts. By the ultimate standard of moral as the fundamental basis of ethical norms, and followed principles in different circumstances and worked out some main ethical norms for rational administration.The third part, formulated and implemented the moral judgments about rational administration. Through identified moral values administrative actions, formulated and implemented ethical criteria and eventual moral assessment, so we can fully aware of the shortage of existing ethical standards, and on this basis, by integrated the relevant standards and principles of moral judgments, in order to achieve reasonable, effective and impartial moral judgments.The fourth part, the Moral Construction of rational administration. First, the moral construction within-governmental organizations which help us achieve the organization's overall virtue. Second, the moral building of administrative staff, impel them develop personal ethical awareness, to improve their own executive personality, reflecting the individual virtue. Also, full play the role of evaluation and supervision of public opinion and give some protection for the moral condemnation of the social system, to enhance public participation and promote the fairness of ethical evaluation, and eventually realize moral administration.
