With the advancement of the New Deal Period of Late Qing Dynasty as well as Preparation for Constitutionalism,Education Reform arriaved at a new stage that Education began to pay attention to the demand of commoners. Social education gradually to enter in historical stage.As one of the major provinces of the development social education,the rise of Zhili social education had its own reason.Zhili earlier established education adminstration at different levels as the county level to promote new progress in education.The angency of encouraging learning originated by Yan Xiu.However, the new education occurred holes in the development of education, particularly the development of primary education could not be completely universal so that the aspiration to education of the lower classes could not be achieved.From reformist movement, the vast number of intellectuals asked to open up more wisdom, Educational Concepts achieved the changes from the concept of school education to improving the national quality to promote for the purpose of social education framework.Zhili noticed "Open wisdom" at all levels of officials and gentry, who personally, from top to bottom carefully implemented to ensure the conduct of social education.The organized forms were variegate in the social education of Zhili ,such as half-day school, simple literacy of privately, libraries,the agency of lecture and newspaper to meet the life needs of the people in the different ages, different ranks and had achieved remarkable results .The social education developed relatively more quickly in late Qing Dynasty, along with a wide range of development and the effectiveness was clear, ranking first in the country.Moreover, the founder of the facilities was flexible and multifunctional.Because of the complex background in the late Qing Dynasty, the society of storm and stress gave rise to the backward economy, lack of capital,experience hunger, the restraint of traditional view and the special natural environment so that the social education of Zhili got fruitful results in the same time there were many deficiencies .For example,there were not fixed social education in the early development ,the development of every part of the social education were unbalanced and educational content retained many feudal ethics.
