Pariahs in china is a group of regional lower class people. They were widely distributed in eastern Zhejiang Province during the Ming and Qing dynasty. When it came the local traditional season or festival, or the important etiquette in one's life, they would provide local people with services to avoid evil spirits or to call in luck. In the middle Ming dynasty, scholars began to follow the issue closely, and they considered it as a "tumor" hard to wipe off. During the years of emperor Qianlong and Yongzheng, the Qing government decreed the law Abolishment of Household Registers, allowing the pariahs to "change their profession and start a new life". However, the law wasn't carried out. The late Qing society experienced "unprecedented changes", during which national crises were unprecedentedly serious, western political ideas began to spread in China, and hierarchical social structure began to collapse. Especially by late 19th century and early 20th century, the cultural atmosphere of "develop national intelligence" was formed, and modern industry and commerce came into exist and began to develop. During this period, the "new policy" was launched in every aspect of social life. In the background of rapid social changes, the Emperor Guangxu decreed another ordinance—Education of Pariahs. The ordinance was supported by local enlightened gentry, the local government and the pariahs. And they set up schools especially to enroll the pariahs in Shaoxing and Ningbo. The ordinance "education of pariahs" and pariahs schools changed the social structure of late Qing dynasty, and they not only permitted the pariahs of political equality, but also improved their educational level, promoted their social position, and finally made it possible in china that "provide education for all people without discrimination".
