For a long time, the cultural institutions have been placed under the planned economy system in the country, and the salaries in them are supported by the public finance while the staffs in them have the so-called Iron Rice Bowls. With the development and perfection of market economy in China, the patterns of income distribution have changed enormously. The absence of incentive role of traditional income distribution has become more obvious, so the deep research on the salary incentive in cultural institutions becomes more and more urgent.The paper begins with the present situation of salary incentive in Changchun cultural institutions, studies the salary distribution in institutions, and proposes some improvement measures to reform the salary distribution system, which makes the salary play its due incentive role and promotes the development of the cultural institutions.This paper, which is divided into four parts, is concerned with the deep research on reform of salary distribution mechanism in cultural institutions. In the preface part, the research background and perspective are introduced. The second part sees the theoretical summary, which discusses some theories related on salary, incentive as well as salary incentives. In the following part, the author introduces the concepts of institutions and cultural institutions, discusses the history of salary distribution system, analyzes the current development of the system, and finds some flaws in its development as well as the reasons for them. In the fourth part, the author takes some considerations on how to improve the salary incentives and puts forward a preliminary plan of salary distribution incentives for Changchun cultural institutions in view of salary aims, principles and other related factors.In the paper, it tries to break old mode of salary distribution in cultural institution in theory, strives to be compatible with market economy, gradually changes the distribution mode from the past single form, that is, distribution according to work to a new form with the distribution according to work remaining dominant and the coexistence, such as capital, technology, and management and etc, of a variety of modes of distribution. It is the core and innovation that how to carry out salary distribution reform better so as to effectively encourage enthusiasm of employees.
