"The Woodcrest Hill Times" in Japan is a very special historical period, when Rikken Seiyukai broke the Detached Doctrine that had been upheld by the Feudatory, and started to participate formally in Japan's political circles. At this period, Saionji Kinmochi was the prime minister of Rikken Seiyukai and he formed a cabinet, sharing political power with Katsura Taro who represented the Feudatory regime.They took turns to be in office, supported each other, and formed the so called"Woodcrest Hill system". The formation of this system shows that the political party already had a significant position in Japanese political circles at that time. This paper mainly discusses Rikken Seiyukai's internal and foreign policies, and aims to understand Rikken Seiyukai's features in terms of political administration through the analysis of its policies. The paper can be divided into three parts. The first part briefly introduces the establishing progress of Rikken Seiyukai and its causes, and understand this period of Japan's political background. The second part analyzes Rikken Seiyukai's internal policies such as nationalization of the railway system, the abolishment of the county, and policies toward the socialist party. These policies are very typical and representative during Rikken Seiyukai administration, obviously different from bureaucratic factions in terms of implementing strategies. The third part discusses the Rikken Seiyukai cabinet's foreing policies, including two major aspects, one of which is the Rikken Seiyukai administration's aggressive policy against Japan's Asian neighbors like South Korea and the northeast part of China. The other aspect is the Rikken Seiyukai cabinet's relationship changes with the French and American capitalist powers and Russia, which best reflects Rikken Seiyukai's attitude toward foreign relations.This paper is based on full and accurate historical material, usespolitical science, history and other theories to make a comprehensive analysis of the Rikken Seiyukai administration's internal and foreign policies, reflects the political reality of Japan at that time, makes an in-depth understanding of the nature and the interests of Rikken Seiyuka, which reflects Rikken Seiyuka's relationship with other Japanese political powers, and its influence on the later development of Japanese politics.
