Since the twentieth century, there has been a variety of music pedagogy and music education system in the world for quality education. Instrumental teaching is an important form among those music education systems. But now, eight holes clarinet which originated in Europe has been used widely in elementary school and middle school for teaching by the musicians in the world such as Europe, Austria, South America and Asia etc. Though in the eighties of twenty century, clarinet school-based curriculum appeared in several cities in China, the development of it is not optimistic for development time is short, the lack of systematic research, and insufficiency of the policy support.The topic of this paper is based on the "Basic Education Curriculum Reform Program (Trial)", issued by country in 2001 and"The Theory and Practice for development of school-based curriculum", undertaken by the project of"Humanities and Social Sciences, Ministry of Education, 2006", taken on attached elementary school of northeast normal university. We exploit this school-based curriculum under that environment, according to the course innovation, the advantage of music disciplines and the requirements of national music course.During the research, we choose the clarinet as effective tools of music school-based curriculum, for that the content of the study of instrumental music is not consummate and the method need to be exploit further etc. The music accomplishment for representation, innovation and appreciatory of students are promoted in the round, through cross usages to other domains.The development of clarinet school-based curriculum makes a further supplementary of international standard Music materials, under the instruction of national Standard Music Course. We provide students the best content, through probing into the architecture suited to the stage of elementary school, writing clarinet course, and enhancing the pattern of course teaching, the teaching method and evaluation guideline.The research of clarinet school-based curriculum also builds a platform for teachers. The teachers can promote the professional level of themselves, in the period of the researching and teaching. Thereby, the overall development of music department of attached elementary school of northeast normal university may be promoted as a whole.
