The Sixteen Prefectures were in the northern part of Hebei and Shanxi province, including parts of Beijing and Tianjin, and adjacent to the Northern grassland. They were the protective screen to shield the Central Plains and the Pioneer Belt for the Northern Peoples to attact the Central Plains, since ancient times they had became important areas which were contested by Han regime and Nomadic regime. Furthermore, because of the moderate climate, it is suitable to the agricultural production and the economy is developed, It is significant to ensure one regime's stable operation, so it became a strategic military. The study object of this article is the social development of Yan Yun region under the rule of the Liao Dynasty. Start with the political, economic and military policies in Yan Yun region which were operated by Liao. Dissert the development of the Yan Yun region. Show the development style of this region, its major population were Han, who were under the rule of different ethnic, and the significant role in promoting social development of Liao. Just because of specificity and importance of the Yan Yun region, it had important impact both on Liao and Song. For Liao it was positive impact, but for Song, the lost of Yan Yun region was a great loss on politics, economy and military.This article contains four parts:the history of Yan Yun in the Tang and Five Dynasties, the development of politics and economy under the rule of Liao, and the impact on Liao and Song. Among them, highlights is the development of politics and economy under the rule of Liao. The purpose of this article is like to have more comprehensive analysis to the development of Yan Yun, and come to understand its specific development.
