| "Mental health" as a new but mysterious concept of gradually accepted and spread all men. Nowadays, whether international or domestic, government or individuals identified as the same measure of a country, nation and individual health of an important symbol. Mental health has become a subject of keen academic subjects.In view of the current situation from study, Current research on mental health throughout the world the main content-rich, from the content of view, on the mental health research has focused on the meaning of the definition of mental health, mental health factors, mental health and other aspects of medical treatment。From the study point of view, the eyes still locked at home and abroad in a number of special populations, such as students, police, nurses, teachers, prisoners, and its classification, more detailed trend. Predecessors according to different groups, their mental health problems have to do a more thorough study, the present study provides a reliable and strong support.In the world of "sustainable development" umbrella of history, "scientific development concept and building a harmonious society" is our common development goals and the world, "people first" has always been the cornerstone of the development of the core. Concerned about the people, and pay attention to each group to become the driving force behind this study. Civil population as a large occupational groups in China, no doubt are going into the research field. There are some basic research on Mental health problems of civil, however, to a small part of them-Per-retirement Civil Sevrants, the Mental health concerns are almost empty. This group has the particularity of their profession, coupled with the late adult age in which these features are inherent in making this research has greatly value and challenge. Based on this, I refer to previous research, the objective reality from the group of the psychological characteristics of pre-retirement population and why to inspect, analyze, and integrate their identity and age characteristics of proposed countermeasures.The thesis contains four chapters.Chapter One is preface. The writer sets out to carry out this study of the origin and significance, and literature of the sort.Chpter Two is Theory-Exploration.The main task for this chpater is to find reliable theoretical support for this study. On the one hand the author define some important concepts.on the other hand,to Lay the theoretical foundation futher study,the writer sum up and explainthe theory related.Chapter three is Survey. This chapter is divided into three sections. Section I——describes the writer's research design and investigation process. Section II, based on interview, the survey questionnaire on statistical and do a detailed analysis of the research.. Section III, presentation of the study results.There are some key psychological characteristics:1. The anxiety for per-retirement.2. The loss of the disappear of power and position.3.The reject to pre-retirement.4. The ambivalence between fear of retirement and looked forward to retirement.5. The Loneliness of the late middle age.6.The Grey psychological. Meanwhile, analysis the related reason:1.The obvious contradiction between perfect sense and disappointment.2.There are lots of career-related changes to Civil Service.3. The influence of The Official Standard.4.The poor of Self-awareness.5. The weak sense of self-learning.6. The lack of mental health issues concern in the organization of the provisional civil service.Chapter four is Measures proposed. Based on the former research results and also take the consideration of the characteristic of the subjects' occupation and age, the writer raises solutions for their mental health education in three aspects, i.e. regulations support, education assistance and self-promotion.
