With the popularization of Internet technology, the contribution of culture industry to the global economy is increasingly apparent. Especially under the financial crisis, the cultural industry is an important choie for many countries to achieve economic recovery. Therefore, oretical and practical significance will be put forth and confirmed via a study of the operation mechanism and the impact of cultural industry in the international trade.Scholars from various countries have not been strictly related to a unified conclusion. Australian economist David Throsby defined this industry as cultural products and services that involve intellectual property and symbolism. In China`s Cultural and Related Industries issued in 2004, the culture industry is expressed as a collection of entertainment products, services and activities provided to the public. The cultural industry not only shows physical attributes and externalities, which meet people's spiritual needs , but also commodities, with the economic value. It has the dual properties that lead to ideological and economic functions which internally unite in the process of industrialization.In the 21st century, China's cultural industry has made leaps and bounds. According to statistics, in 2007, China's cultural industry realized an added value of up to about 641.2 billion yuan, accounting for 2.6% fo GDP. It has become the pillar industry for many local goverments, to expand employment and promote economic growth.However, there are still problems and barriers. Industrial laws and policies are not yet mature and lack of depth.These also appear in the application of technology, R & D and cultural restruction. Compared with the United States and other developed countries, China is still relatively backward in the initial stage.Judging from the current global cultural market, the United States and Japan account for nearly 2 / 3 of market share. In the United States, the cultural industry`s contribution rate to GDP is 20% or more. According to the output structure of cultural products, the major proportion of export is relatively stable. Publishing based in the printing industry trade shares the first occupation and digital copyright export is the new favorite point, which povides the companies a dominant position overseas.Therefore, measures of China's cultural industry in the process of international developing can be taken to the following aspects: First, the reform should be deepened continually. Enterprises are the major players in the micro-level and the government shuold give full confidence to the market mechanism. Second, more supports of industry policy should be offered. For example, focus on the internal structures and poromote the inter-departmental co-ordinations. In the layout, promoting the production of cultural goods and services is relatively concentrated, such as higher education resources and the advantages of Hong Kong and Macao in the international market. Third, ideas of the capital operation need to be broadened. On one hand, government investments will be mainly concentrated in the public welfare, strategic cultural projects, while the private capital plays to their potential profitability. On the other hand, venture capital, private equity investments, asset securitization, the cultural industry funds,etc are considerable options to achieve flexible and efficient capital operation. Forth, the international connections in cultural industry should be strengthened to form normal-oriented modes of cooperations.In addition, during the cultural industry "going out" process, we should pay attention to the following aspects: Firstly, we should uphold the inclusions and principles of equality among cultures when deal with differences and conflicts. Secondly, China's cultural industry is not yet mature. It is still insufficient to achieve the ability to withstand external shocks. Finally, the industry's development as a gradual process can not be pursuit in short-term.The culture industry of China is heading for a golden opportunity to the international market.However it is undeniable that there are many problems to be solved. Product structure and high tech level are still immature that would affect the international competitiveness of culture enterprises. Therefore, in-depth analysis and drawing on the Unitied States and other developed coutries will proved to be an rational route to realize China`s culture industry "going out" strategic goals. Sincerely hope that my research will create humble contribution to the overseas exploration of our culture enterprises.
