As an emerging industry, culture industry plays a vital role in nationaldevelopment of economy since the1990s. More and more countries make cultureindustry which is supported by industrial policy as a strategic industry. As theimprovement gradually of market economy system, culture industry in China hasdeveloped a little scale. China promotes culture industry to be national pillar industry,so culture industry will face new opportunities and challenges. And its regulation hasattracted wide attentions. Therefore, the main content of the paper is to study thesituation of regulation of culture industry in China, and how to draw lessons fromforeign experience in the regulation. And the purpose of writing is to set up a niceregulation system of cultural industry in China to promote the development of culturalindustry.This paper introduces the regulation of the whole culture industry according toregulation of television industry and publishing industry which use empirical researchits regulation. In the television industry, the main idea is about the content regulationincluding the television production time, data analysis of the time and the maintelevision industrial listed companies. This paper reveals the background about “cutback on TV entertainment”,“TV commercials ban” and other television contentregulation. It analyzes and predicts the impact of listed company manage televisionindustry. In the publishing industry, the paper focuses on the efficiency of entryregulation and price regulation, and shows that publishing industry has strictadministrative barriers to entry, and the governmental price regulation is effective inthe existing level.This paper focuses on the cultural industries in the United States, Britain, Japanand other developed countries, the typical profiles of regulation of the culturalindustries. Based on regulation of culture industry in the developed countries andChina, the paper reveals the similarities and differences between them, according tothe analysis of both transverse and longitudinal. The study proves that the similaritiesis on the trend of regulation’s changing, and the difference is reflected in stage ofregulation, background of regulation, agencies of regulatory and the measures ofregulation. Currently, China is in the period of economic system restructuring,compared with developed countries, the regulation of culture industry is obviouslyinsufficient due to the level of industrial development, legal system and ideologicaldifferences. At last,the paper builds the regulation system of cultural industry in China toadapt development of China’s culture industry according to drawing lessons fromdeveloped country and combining culture industry present situation and the ideologyin China.
