In the 14 years' rule of "Manchukuo", the Japanese exploited a massive amount of resources from Northeast China to finance its war, and the Japanese rulers had tried ruthlessly to eliminate local culture. Fine arts activities were important measures for the Japanese to maintain its colonial rule in Machuria. Among the "Manchukuo" art events, the "Manchukuo Art Exhibition "was the largest with greatest social impacts, and the event was conducted as a "national" campaign by the puppet regime of Manchukuo. Through study of the event, we can uncover the colonial policy in cloak of culture activities, and the study can also provide a historical view of the art world in Northeast China under Japanese rule.The paper will analyze the form of the fine arts organization and art exhibition mechanisms in "Manchukuo" upon historical information of the first and second "Manchukuo Art Exhibitions", and the paper will also look into the art administration, organization,education and research institutions (including folk art groups) in the puppet state of "Manchukuo" to study its origin, organization as well as art subjects and styles in the two exhibitions.In "Manchukuo", art liberty and creative ideas were discouraged with strict censorship over both art forms and subjects. Individual art styles were also restricted to some extent. In short, the art of "Manchukuo "was not artistic creation but a culture policy as part of the Japanese colonial rule.
