The purpose of moral evaluation that is created a deterrence for the immoral acts and created a reward for the moral acts.And the goal is advancing people's moral standards, and at last to promote all-round development. Moral evaluation is important for the moral acts and good habits to formation, then what is the power to promote people's participate into the moral evaluation? What kind of mechanism dose the power from the moral evaluation? How to improve and practice the moral evaluation use the mechanism? With these questions I choose this paper.This paper is drawing a greater impact on the Chinese scholars-such as Luo Guo-Jie, WEI Ying-Min's ethicists,and the idea of Western contemporary ethical thinkers who have broad and deep impact on China-such as Sartre, Freud, Fromm and others.This paper analysis, demonstrated the social function of moral judgments and historical and cultural significance of their point of view of those theoretical analysis and applied to the Fan Mei-zhong incident, put the practical demonstration of moral evaluation to social function. The author believes that the individual interests conscience, fame of the community are three basic elements is a moral evaluation to achieve its moral role, and only in the full mobilization of these three factors on the basis of moral evaluation mechanism will be improved,and the role of moral evaluation will be fully demonstrated.This paper analysis the conscience and reputation take adequate measures further,elaborated to stimulate people's conscience and reputation approach from the moral education and moral cultivation.In the Mode of network transmission, use Fan Mei-zhong incident as an example to analysis of the actual results of these methods, to prove the feasibility of moral evaluation mechanisms.This paper combines theory and practice, proves the significance of individual's social interests, conscience and honor in moral evaluation by case studies.Network is a continuation,expand, and amplifiers of the community, its media field is more powerful than the reality moral judgments, and reflect the operation of the moral evaluation mechanism better. This paper finally sets out its views:the ultimate aim of the moral evaluation of network mode transmission is not let citizens accept the punishment, but through the formation of a series of measures of deterrence and containment force, so that citizens know what is wrong with the host, and to arouse the real conscience of all citizens, to create a society for good values and morality, promote upgrading of people's moral standards, and ultimately promote all-round development of humanbeings.
