The County's Security System Of Henan In The Period Of Nanjing National Government, (1927-1937)

In the Northern Administration, the local grass-roots security organization of Henan province was disorder, lack of a central authority of security system. After the establishment of the Nanjing National Government ,the state's construction was step by step into the process of modern nation-building ,at the time of the reconstruction of state power, their tentacles also began to experience downward. Whether it is the beginning of the county,the district and the rural area for autonomy, or the subsequent endowed legal status to the strict, the government is aiming at strengthen the grass-roots local community's control. With the power to penetrate into the grass-roots level, the establishment of local security system is gradually building up ,every security organization has been established or improved and eventually established the county as the core and the county government as the dominant for the county-level security system. Under a tide of anti-Communist, Henan as a "bandits" province, the grass-roots level of local security system is inevitable with a clear anti-communist colors, showing the two sides of the security system. At the same time, in order to achieve maximum control of the local society, the design of the system is also a certain degree of compromise to the old system, and the pattern is not strictly within the framework of modernization to constitute a true sense of the modern security system. In this paper, the changes of organizational structure of the county's grass-roots in Henan between 1927-1937 as the spindle to study establish system, the evolution and the characteristics of the security system of the county in Henan in this period.1: County's security system during the period of Henan for autonomy. When Nanjing national government was set up ,it was beginning the rectification to the organization of the county's local security system. After the county to establish local self-government, but also set up a county-ching Township Board, rectificate the county's local team, clearly functions of District Public Security Bureau, establish Account Police and eventually established the county as the core of the county-level security system.2: County's security system during the period of the construction of Baojia System in Henan. The need for anti-Communist, construction of Baojia at the grass-roots level in Henan began in 1932, so that in fact the cause of local self-government declared a cessation. After the construction, the county's grass-roots organizational changes, on this basis, young men set up a team, and with the prior county local team were together deploied and commanded, participated in local "bandits" task. County Public Security Bureau has been reduced to the county police station. County Qingxiang Bureau to be turned County Qingxiang Office, as the deployment center in the process of maintenaning security system situation assistiing with other organizations.3: County's security system during the period of Partition-based Office and county's Conference Board to change Section of Henan. As the legal status of district was establishing, the District Office become the direct local government to maintenain the security system. The young men in Team in Baojia involved in the county police's daily work within the able-bodied men to the team more deprived the power of grass-roots level police that have already lost organizations. The implementation of social control by security entity of the county-level security system in this period , has become a directly controlled county team by county head. The separation of power to the county head by the work of public security bureau of the county or the non-commissioned has been reduced to a minimum.
