| County is a basic unit in the national administrative divisions.The governance of county area is concerned with the lasting security of a dynasty or a country.Therefore,no matter in China’s traditional society or modern society,county has always been the focus of the leadership’s attention.The “governance of the county” was not only concerned with the system of the county,but also the specific governability.During the Nanjing National Government period,modern county system has been established in general.The county became the unit of local autonomy since the “Guideline of All Levels of County Organization” was enacted in1939.However,this kind of “local autonomy” wasn’t established in fact.The County and the autonomous regions under the level of county government are still the administrative regions of the government ruled by state officials.Guyang County,Suiyuan Province,a relatively undeveloped county located in a remote area,was included into the administration of the national government again after 1945 when Japanese Puppet Regime ended its rule.The governance of the Guyang county went on step by step as planned by the National Government.According to the plan of the National Government,Guyang county established the Guyang county government commanded by the Suiyuan Provincial Government and the first—class administration of districts and towns under the level of county government.Moreover,Guyang County also formed the county council,the“townsman delegate congress”,“the townsman meeting”,“Jiahuzhang meeting” and many other public opinion institutions.The county has “Baojia” as the primary—level Party organization in the local town’s autonomy,yet it was only called for local autonomy but without the actual authority.The present study aims to specify the actual operation and the how the state power was infiltrated into lower levels through the analysis on the overview of the governance of Guyang County between 1945 and 1949.It also tries to broaden the research perspectives on the recent history in Suiyuan area and offer some suggestions and insights for the construction of modern county government. |
