During the Liberation War, the land policy of the Communist Party of China experienced a series of changing. This paper analyzes the different land policies in the separate phases, as following: before the full-scale civil war broke out, i.e. from August, 1945 to April, 1946, the CPC still carried on the land policy of reducing rent and interest, which was practiced during the anti-Japanese war; during the stage of strategic defensive, i.e. from May, 1946 to August, 1947, the CPC carried out the land policy of land to the tiller; in the stage of strategic counter-offensive, i.e. from September, 1947 to September, 1949, the CPC carried out the land policy of equal distribution of land totally. This period of land policy for land policy provide a wealth of experience, also revealed the current land policy adjustments.This paper analyzes the land policy of the CPC during the Liberation War in four aspects:First, from August, 1945 to April, 1946, the CPC's land policy is"reducing rent and interest". After the anti-Japanese war, considering the domestic situation and the desire for peace of the mass, the CPC kept on carrying out the land policy of"reducing rent and interest". In the early time of the period Liberation War, the basic content of the land policy was similar to that of the period of anti-Japanese war. The fulfillment of this policy led to a great change in the liberated area after the anti-Japanese war. It is of great importance for the society at that moment and the liberation war thereafter.Second, from May, 1946 to August, 1947, the land policy of the CPC was"land to tiller". Because the full-scale civil war had not yet broken out and it is too early to carry out the overall land revolution, the central committee of the CPC decided to converse the land policy of"reducing rent and interest"gradually to confiscate landlords'land."May 4th Directive", after its accomplishment, was carried out in succession in liberated areas. The fulfillment of the land policy of"land to tillers"stimulated the initiative of the massive peasants to working and supporting the PLA, and played an important role in smashing Kuomintang's all-out defensive against the liberated areas.Third, from September, 1947 to September 1949, the land policy of CPC was"totally equal distribution of land". To meet the requirements of the new situation, the central committee of the CPC made a decision of changing the"May 4th Directive", which was considered as a transitory land policy. In October, 1947, Outline Land Law of China was issued, from that on, the land policy of the Party began to be systematized. While the liberated areas were carrying out the Outline Land Law, the"left"mistakes occurred. Therefore, on the December Conference, efforts were made to correct the"left"mistakes in the land reform. With those efforts, the land policy was approaching perfection and provided correct guideline for the latter land reform. The liberated areas in the new land reform movement, the old liberated area for the party, and puts forward the successful experience in stages of policy.Fourth, in this part, Discusses the liberation war on the historical experience of land policy, this period, the rich experience of the current rural land policy. Regarding the historic experiences, to meet the farmers'interests is the starting point for the CPC to make land policy; correct land policy is the key point to win the land reform. Therefore, it comes up with the following three inspirations: the formulation and implementation of land policy should be beneficial to development of the situation and practical needs; the formulation and implementation of land policy should liberate and improve the Agricultural productivity; the formulation and implementation of land policy should be beneficial to arouse the farmers'initiative.
