ObjectsThis is an empirical Study of innovation environment of outstanding young biomedical scientist in colleges. It aimed to provide some beneficial suggestions such as the management of outstanding scientist and the policies of human resource, by research the colleges that the winners of National Science Fund for Distinguished Young Scholars and Yangtze River scholar professors working.SubjectsBased on the research of the relationships between the fundamental research ability and the scientific knowledge capacity of biomedical universities, this study choose three universities which satisfied the condition that the number of National Science Fund for Distinguished Young Scholars and Yangtze River scholar professors is not less than 30. Finally, Peking university, Fudan university and Fourth Military Medical University were chose as the samples.MethodConsulting the documents, analyzing the theories, interviewing experts, the paper discusses theory basis and basic principle for evaluating the innovation environment of outstanding young biomedical scientist in colleges. Then drafts the indexes system and defines their connotation; selects the indexes and weight the importance of the evaluation index system by interviewing experts; conducted empirical research with this index system and questionnaire to study the innovation environment of outstanding young biomedical scientists in colleges of China.Results1.This study established the evaluation index system of the innovation environment of outstanding young biomedical scientist in colleges. The evaluation index system constituted of 4 first-level indicators,21 second-level indicators and 49 three-level indicators by expert meeting.2.The number and development of biomedical outstanding young talent was unbalanced in different regions. Those universities have strong strength to gain the funding and able to maintain high level of growth. The average annual growth rate of Youth Science Fund project was significantly lowed than the average annual growth rate of Science Fund Project. It is valuable to pay attention to the development of outstanding young researcher.3.The R&D evaluation system can not satisfy the need. More than half of the researchers questioned the rationality of evaluation system. That may restrict the process of scientific research and the effective release of innovation potential. 4.Lacking of senior researchers is the greatest difficulty for cooperation and development of scientific research team. The analysis showed that there are some problems existed in academic research groups. Getting and retaining a good group member is the most important issue facing the team, which may restricts the further development of the research team.5.The frequency and satisfaction of international academic exchanges relatively increased. The frequency of international academic exchange increased significantly in this survey. Meanwhile, the satisfaction of international academic exchange is higher than the satisfaction of domestic academic exchange.6.Many factors affect international academic exchanges. The most important factor is time and money. Language and cultural background also play an important role. Compared to the domestic exchanges, the international exchanges which guide young people to grow need to promote in various aspects.Conclusion1.It is proved that the evaluation index system of innovation environment of outstanding young biomedical scientist in colleges of China is scientific and feasible. The empirical analysis of three universities proved the applicability and rationality of this evaluation index system.2.The innovation environment of colleges and universities is not balanced in different regions, and this gap is widening in some field such as funds, conditions, human resource, high-level personnel and large research projects.3.To attract and retain outstanding research team members is the most important factors in the development of young biomedical scientist research team.4.Evaluation system needs to be improved continually. The analysis of evaluation system showed that the rationality of evaluation method was doubted by young scientists.5.The frequency of international academic exchange was increased in top young scientist. It is necessary to promote in lots of aspects for the growth of international academic exchange.Suggestions1.The goal of scientific outcome and technological training of young scientist should be balanced.2.The evaluation system and method should be optimized continually.3.Long-term incentives mechanism should be explored for young scientists in basic research field, to attract outstanding researcher.4.We would match the vocational orientation with the needs of vocational ability of basic research, and connect career interesting with the target of university effectively.Originality 1.This study established the evaluation index system of the innovation environment of outstanding young biomedical scientist in colleges of China.2.Combining quantitative methods and qualitative methods, this study conduct empirical research on the outstanding young biomedical scientist in colleges of China.Assumption for future study1.To further perfect the evaluation indexes;2.Expand the scope and depth of empirical research.
