After Marco Polo Bridge Incident, The 129division of 8th army group executed the instructions of CPC headquarters correctly and established the South Hebei Anti-Japanese Base in the south of Hebei province. The South Hebei Anti-Japanese Base underwent the developing process from small to large and from weak to strong. In the establishment process of Anti-Japanese Base, the Eighth Route Army reformed the bandit,secret society and the army led by Former military officers of the Kuomintang. The Eighth Route Army carried out a double policy of winning them over to its side or force resolution. At the same time they did a flexible policy. In different districts or in different periods of Anti-Japanese War, they associated with the irregular troops or fought against them resolutly .At last they finished the phenomena of"Commander is as many as hairs, bandit is everywhere"quickly, thus stabilized the situation of southern Hebei. The Eighth Route Army strenthened the force in south Hebei by reforming the irregular troops which also had added strength to defeat the Kuomintang diehards,the Japanese army and the puppet troops for the CPC. The article describes the process of the Eighth Route Army's reforming the irregular troops in southern Hebei and analyses the principles,the policies and measures detailedly. The whole article consists of three parts which are introduction, body and conclusion. Thereinto, the body also consist of three parts:1,The first part: it introduces the background and the cause of the irregular troops producing in the southern Heibei. And it discribes the general situation of the irregular troops after Marco Polo Bridge Incident. This is the foreshadowing of the article.2,The second part: it introduces the general process of the Eighth Route Army's establishing the South Hebei Anti-Japanese Base after Marco Polo Bridge Incident and analyses the necessity of reforming the irregular troops .And furtherly It elaborates the process and the different policies that the Eighth Route Army's reformation to the secret society army,the bandit army and the army led by the old officers. This is the significant part of the article. The Eighth Route Army's reformation and policies to the irregular troops is analysed deeply by the means of historical treatise combination 3,The third part: it analyzes gain and loss of the Eighth Route Army's reformation to the irregular troops and summerizes the experience and lessons of the Eighth Route Army's reformation to those armies which provides the deterrent example to the Party's rein today.
