Since the CBI(Content Based Instruction) was founded in the west in the 1980s, the focus on it has been increasing, especially in America and Canada, and it has been proved to be effective to the immersed learning method in which English is taken as a second language. As JingShenghua said:"they have in one way or another solved many specific problems which teachers themselves have faced in practice. However, there is no single acceptable way to go about teaching languages today". It includes components of CBI teaching method and the five teaching approaches based on CBI teaching concept. CBI is a teaching concept rather than a teaching method and it doesn't have only one approach (Stryker &Leaver,1997) At abroad, the advocators of CBI have developed many CBI programmes and provided many concrete operational approaches under the framework of CBI. Their successful experience is worth noticing. Recently, the reform of foreign language teaching of higher institution in China, has particularly brought up plenty of research so that comprehensive foreign language talents are cultivated. Many experts and scholars have engaged in its exploration. Some teachers believe that business English teaching has the characteristics of inter -discipline and comprehensiveness. It aims at cultivating English plus X talents and it has been greatly influenced by CBI. Researching the relationship of CBI approach and the business English teaching, and trying to find the overlapping of major content based instruction and language instruction will be conducive to cultivating comprehensive foreign language teaching and comprehensive foreign language talents. This article addresses the issue of assessment in integrated classes and illustrates samples for organizing content-based instruction assessment. Content Based Instruction is an integration of language and content instruction,and introduce the second language acquisition research and second language teaching strategies. It gives inspiration to the comprehensive foreign language teaching of higher institution in our country .This thesis first analyses the meaning of CBI, theoretical basis and five major approaches and then explains the function of all the approaches of CBI by relating to the comprehensive talents of foreign language teaching of higher institution cultivating approaches and by taking our school business English teaching as an example. In the end it discussed the difficulties, challenges and the relevant policies that we are going to face in the CBI application.
