Qing Dynasty is a that Building a country through military and developing the country by cultural In order to lasting political stability, rulers continue to use the official imperial examination selecting and appointing systems of Jin dynasty, Yuan dynasty and Ming dynasty .such as reforms of selecting and appointing eight banners people officers. does it appear the new system of culture with national feature which can meet Qing Dynasty This paper will study all the main regulations about Eight Banners selecting and appointing system and discuss its characteristics and influence. The comparative analysis finds that the imperial examination system in Qing , Jin and Yuan Dynasties had many differences in the following aspects :the recognition of the functions of imperial examination, its procedure and content sand t he number of the matriculated. Schooling education was apparently influenced by imperial examination in three dynasties Three dynasties had much in common. It is different from examination policy concealed of Qing Dynasty ,and in Jin and Yuan Dynasties it showed strong ethnic discrimination The Eight Banners official selecting and appointing system of Qing Dynasty epitomized the regulations and experience of past dynasties. Being meticulous and well—conceived were its important characteristics. The strict control on official vacancy prevented the situation of overstaffing. The different official vacancy system between Man and Han guaranteed Manchu'status as the main rulers, and at the same time, it was also favourable for rallying and utilizing the Man bachelors and officers further enhance the cultural. But Manchu'privilege had a bad influence on the quality of bureaucrats .In the central government ,the Man-Han double appointment caused the dilatory and shrinking style. The mandarin selecting regulations reflected not only the Emperor's dictatorship, but also the decentralizarion and thus prevented either from having the sole official appoitint power.In the last stage of Qing Dynasty, Man explores the two communities through the impact between the different cultures, exchange and mutual absorption, and integration with each other mutually acceptable form of mainstream culture.
