The Northern Dynasties were a time of chaos, in which China was torn apart into the confronting north and south, the population migrated frequently, the Ethnic Fusion developed rapidly. With the cultural interaction, collision and transmutation between Hu and Han, a new culture——the culture of the Northern Dynasties finally formed. The culture of the Northern Dynasties has its own characteristics, such as diversification and openness. Behind the development of the Northern Dynasties'culture, there must be the state cultural policy that worked as a critical promoter. The reigning system of culture of the Northern Dynasties was made up of the emperors, cultural ministers and cultural organizations. It was the guarantee system of the establishment and implementation of cultue policy. The governors of the Northern dynasties paid much attention to consolidate the orthodox status of Confucianism. They tried their best to canonize the Confucianism's dominant rules in politics, by engaging well-known Confucians, using Li in politics, advocating Confucianism Education and compiling Confucianism classics. The government also adopted tolerant religion policies, such as building Buddhist temples and Daoist monasteries, which had promoted the development of the religion. In music culture area, the dominators attached great importance to develop music, by reconstructing music rules, absorbing ancient music and retrievaling Hu music, compiling music books. Meanwhile, the rulers developed the cultural intercourse with the Southern Dynasties and other foreign countries by importing the culture, sending legates, etc. The culture policies of the Northern Dynasties'estabilishment and implementation were attributed to many subjective and objective factors. It was not only the demand of the dominators to strengthen their political power, but also the result of conflicts between the hereditary gentry and nobles. Furthermore, it was promoted by the spirit of the times and the initiative of the rulers. Such open-minded and regorous culture policy led to many significant outcomes. It closely conbined the cultural power and politics to achieve the success of consolidating regime. At the same time, it promoted the integration of Hu and Han, the development of academic culture, exerted a profound impact on the formulation of Sui and Tang dynasties'cultural policies, and accelerated the formation of Chinese nationality multielement integration pattern.
