As people's living standard is improving, people's spiritual needs are changing, tourism has increasingly become a normalized way of the life. The era of mass tourism has arrived. ShiLin is a minority autonomous region, not only has rich and national characteristics cultural resources (It includes Ashima culture, the fire culture, the fossil culture, the wooded mountain culture, the Sacrifice culture, the Sacrifice offering culture, etc.), but also has advantaged tourism resources:ShiLin Scenic Spot (It has been awarded the world natural heritage, the world geological park, A-national scenic spot, and been known as the essence karst of the world). But according to the current situation of SinLin county's tourism development, behind'the infinite scenery' has a lot of problem, such as single ticket economy, difficult for visitors to stay, Not smooth systems and mechanisms, bad industrial convergence etc.The development level and comprehensive benefit will be affected and be restricted seriously. SinLin county global tourism development will be more difficult as under the environment of the global tourism development be advocating by Chinese government. Based on above reasons, in this paper, through the analysis to government behavior in converged development of SinLin county's tourism industry and cultural industry, it will be great significance to SinLin county for foster new development, form a new consumption hotspot, promote the tourism industry level, promote transformation and upgrading of the tourism industry and boost the development of global tourism etc.This paper uses the method of combining theory with practice. Firstly, it analyses the element, the current situation, and the demand of government management. Secondly, it in-depth analyzes the government behavior current situation, problems and reasons in converged development of SinLin county's tourism industry and cultural industry. Finally, based on the current situation of SinLin, it puts forward some proposals to adjusting and perfecting government behavior in converged development of SinLin county's tourism industry and cultural industry, for promote more development of the Global tourism and socio-economic.
