After the liberation in 1947, Shijiazhuang was in the inter-face social transition. In the particular social environment, a large number of socially vulnerable groups emerged, and brought about serious social problems. These vulnerable groups included: the groups of vagabonds and the fallen such as disaster victims and refugees, the unemployed, beggars, prostitutes, and the childless, the old , the disabled and the young . Relief for these groups became the social responsibility and political task that the Chinese Communist Party and the new regime could not shirk. The effectiveness was not only related to the economic construction and social stability, but also related to the consolidation and development of the new regime. The active assistance from the government and the non-governmental force under its "direction" gave most of the vulnerable groups an adequate placement; to a certain extent the measures integrated the society, expanded its mass base, helped accumulate experience in the management of the city and improved the ability to respond to the crisis. Meanwhile, successful rescue and relief experiences explored then provided us with reference and inspirations for the current social assistance as well as reflections on the problems in the course.
