The Research On The Construction System Of "New Rural Bookstoresin" Hebei Province

The problem of"country, peasants and agriculture"restricted the economic development of agriculture in Hebei province. The perfection of rural culture construction and public culture services is essential to promote the development of rural area. The construction and development of"new rural bookstores"is the central focus current project for Hebei province. The"new rural bookstores"which belongs to the construction of a new socialist countryside, is the basic project of rural public cultural system construction, to enhance the cultural spirit of farmers."The new rural bookstores"was successfully started in 2005, and fully implemented in 2007.The whole project is in the comprehensive promotion stage in 2008 and 2009.The"new rural bookstores"of Hebei province is also in effective construction and development stage. This study makes the further investigation of"new rural bookstores"in Hebei province since its two-year development, the investigation was made deeply into the countryside and farmers, at random, construction and internal management, using situation investigation in the farmers' reflection, summarizes and random site selection, financing channels more drastically, management personnel, open source such situation gradually flexible. The survey also found some common problems, such as shortage of funds, configuration management and inflexible imbalance, loose utilization bookstore. This research on the basis of that, from the perspective of social development of rural economy and the socialism new rural construction of new countryside in Hebei province, proposes the strategies of long-term development, ensures the follow-up funds, perfects book configuration, to strengthen internal management and the bookstore influence, transforming farmers from several aspects, such as idea and etc. This thesis tries to provide reference for the relevant departments in Hebei province under the new rural construction and rural infrastructure, and promote the quality of rural public cultural service.
