Study On Cultural Construction Of Rural Elite In Baoying County From The Perspective Of Rural Revitalization

Xiangxian originated in the Eastern Han Dynasty,It has played an irreplaceable role in traditional rural development,governance and rural civilization construction.Up to now,the culture of rural sages derived from rural sages still plays a positive role in practicing the socialist core values and helping rural development.However,with the progress of the times and the diversified development of society,the significance of rural sages in traditional rural governance has gradually weakened.The 19th National Congress of the Communist Party of China put forward the strategy of Rural Revitalization."Three rural issues" is the top priority of the party’s work.To promote rural revitalization,it is a new topic how to organically combine the rural sages and their culture with Rural Revitalization and rural governance,reshape the new rural sages and build the new rural sages culture.This paper takes the construction of Xiangxian culture in Baoying County of Jiangsu Province as a sample,uses the theoretical basis of social governance and local elites under the background of Rural Revitalization Strategy,and refers to the typical experience mode of domestic research on cultural construction of rural sages,and makes a comparative analysis on the current situation of cultural construction of rural sages in Baoying County by means of questionnaire survey,It is found that there are some problems in the cultural construction of rural sages in Baoying County,such as the cognition is not extensive,the rights and responsibilities are not clear,the activity carrier is insufficient,and the construction mechanism is not perfect.Through the analysis of the reasons for the problems in the cultural construction of the rural sages in Baoying County,this paper puts forward some countermeasures and suggestions,such as improving the organizational structure,strengthening the cultivation of the team,creating a legal atmosphere,and strengthening multi-party participation.Finally,based on the analysis of the cultural construction of rural sages in Baoying County from the perspective of rural revitalization,this paper puts forward some prospects from the aspects of perfecting the governance mechanism system of rural sages,improving the moral level of citizens,and strengthening the thinking of rule of law.
