| After the victory of the 20 th National Congress of the Communist Party of China(CPC),the Central Committee of the Communist Party of China(CPC)and the State Council publicly released the "Opinions on Doing Well the Key Work of Comprehensively Promoting Rural Revitalization in 2023",which is also the first State Council document issued after the 20 th National Congress of the Communist Party of China(CPC)on comprehensively guiding the work of agriculture,rural areas,and farmers.The degree of social attention to the issues of agriculture,rural areas,and urban renewal policies has once again been raised,as China has always emphasized the overall integration of spiritual and material civilization in the development of socialism,that is,the economy has become the main part of spiritual civilization.Therefore,in rural areas,agricultural development and regional rural economic and social development have created important opportunities.However,due to significant differences in resource endowments and development levels across regions,problems in the overall development process have arisen one after another,and the above issues have received widespread attention.Agriculture has always been the most important economic supporting industry in Heilongjiang,but facing external difficulties,it is urgent to improve the agricultural supply side,increase rural service content,and promote industrial transformation to meet market demand.Therefore,the trend of coordinated development has become an inevitable choice to promote the cultural and economic development of rural areas in Heilongjiang Province,which is of great significance for promoting the strategic process of rural revitalization.In this paper,we systematize and review the research situation in Japan and abroad through literature analysis.We also analyzed the mechanism of cooperative development of rural culture and rural rural economy in Heilongjiang province.Next,we analyzed the superiority and the situation of the cooperative development of rural culture and rural rural economy in Heilongjiang province from the angle of the actual current macro environment of the Heilongjiang province and the angle of micro cases of typical villages of cooperative development.On the basis of the principle of scientific,dynamic,full scale,and acquisition possibility of the evaluation index system,two subsystems and 30 evaluation indices of rural culture construction and regional rural economy were constructed,and the fusion degree sequence between two subsystems was measured through a combined cooperative model,and the degree of fusion of both subsystems showed an upward trend in the last decade.Moreover,it was discovered that it had the posture to rise continuously.We have measured the driving elements between the two models,and obtained the basis of the empirical analysis in the research of cooperative development problems.Finally,combining the present state and the empirical analysis results,we summarize some problems that Heilongjiang province exists in the course of cooperative development.One is that the rural culture industry in the Ministry is lacking in competitiveness,the two are not standardized in the rural culture market,the three are not clear of the rights and interests of each participant,and the fourth is that the rural culture and tourism industry is not effectively developed,and the five are insufficient in the cooperative development.Based on the development situation and the superiority of the Ministry,we proposed the proposal of the policy with five viability,and one improved the core competitiveness of the rural and rural culture industry,the two standardized the rural culture market,the three improved the aggressiveness of each participant effectively,and four improved the efficiency of the rural and rural culture tourism industry.Five human resources develop human resources.In short,Heilongjiang has some problems in the course of cooperative development,but it has the potential of development and the space of development. |
