Women play an important role in the historical process of development of human society. From the "Angels" to the issue of "who I am", it reflects their will of the pursuit of power and the re-shaping the image. In American history, poverty has always existed; especially women are more vulnerable to poverty. With the development of society, the United States also changed the family structure, single-mother families increased gradually, especially from 1960's to 1980's to a "feminization of poverty". American women had urged the Government to make appropriate policy in favor of women themselves by use of social reform movements, from 1960's to 1980's , American women actively participate in the dynamic of the second women's movement, their participation in social welfare reform to a new stage.This paper which uses historical materialism and dialectical theory, foreign scholars'advanced academic achievements and a lot of raw information in English, discusses women's movement and the government's welfare policy from 1960's to 1980's.This paper will be focused on women in the role of government welfare reform. Studying the issue, not only helps us fully understand the second picture of the women's movement, but also fully recognize the impact of welfare policies for women.There are three parts in this paper: In the first part, it describes the history of welfare tradition which American women pursued. American women's participation in social welfare reform can be said to the New Deal period as a watershed. Prior to this, although the American women played an important role in the family, they had very low social status and were confined to the so-called "women in the field." With the awakening of female consciousness, American women began to organize themselves in a series of social reforms, such as Settlement House movement, temperance movement. Of course they had made some achievements As the economic crisis in 1930's, Roosevelt's welfare reform not only provides a space for women's development, but also there is a number of strong female social reformers, It has laid a solid foundation in the future of women in welfare reform. He Promulgated a number of New Deal legislation to protect women, improved their lives, to a certain extent, it can also be said to be "women" of the New Deal.From 1960's to 1980's, it called "era of abundance", the family structure changes, there have been many single women and families; the phenomenon of "feminization of poverty" has taken. Under the circumstance, American women took actively part in the second women's movement.In the second part, it describes American women's fighting for their welfare activities, and this stage of the welfare adjustment made by the Government. American women pursued the welfare of their own interests through national or local welfare rights organizations. Pursuit of their rights related to children's day care issues, women's employment equality, women's education problems and issues of women against violence. Although there is a dispute between in successive governments, all government welfare policies have made the appropriate adjustments.In the third part, it analyzes the participation of women in the United States the characteristics of welfare reform and the limitations of the process, it gives the correct evaluation about American women's role in welfare reform.Based on the analysis of the women's participation of the welfare reform, we can find that women play an important part in the welfare reform. it is essential to seek better welfare model, to protect poor mothers and poor children a good quality of life and level of education, Only affluence life, stability and harmonious environment, we can ensure the country's long-term stability. By researching the United States to seek the welfare of women in the road, we can learn a lot of useful experience.
