Turbulent civil rights movement slowly ending in the 1970 s, poverty renewed people’s attention. In twentieth century 80 years, america economy has undergone major changes, “form the post industrial economy to the industrial capitalist economy to globalization information oriented”. result of the transformation isincreased poor population and the poverty gap continues to expand.This article is based on the america reagan government’s anti-poverty policy as the research object, analysis of the anti-poverty background, content and summarizes the impact of anti-poverty policy reform. from the aspect of improving the mechanism for poverty alleviation, stressed that perfect the public budget system, improve the tax system and welfare refom, so make us to fully understand the reagan government anti-poverty policy. when the reagan elected usapresident, changed since the “new deal” to expand the trend of social welfare and the federal government intervention in the social welfare policy. the reagan administration Implementation of the “new federalism”, reduce the size of the federal government intervention in the social welfare, stress state and local governments and social organizations shall assume more responsibility for social welfare, advocated “work welfare”, Instead of people with ability to work to promote the employment market. In the micro level, as the “the family support act of 1988”, “earned income tax credit”, “aid to families with dependent children” for example, discusses the impact of poverty and the evaluation of american society from all walks of life, the reagan government cuts in welfare spending, advocated “work welfare”. in a macro level, as the “economic recovery act of 1981” for example, discusses reagan administrationpromot economic development,curb inflation, balance the budget of public finance,expand employment to reduce poverty.The reagan administration’s anti-poverty policies made some achievements,the greatest achievement that conforms to the welfare of the development trend of the eighties,promping the americans change their welfare concepts. but anti-poverty task long way to go. Americaeconomic ups and downs so that poverty rates also will fluctuate,“Income-based anti-poverty policy” cannot effectively resist external risks.future anti-poverty policy should be more to emphasize “asset-based anti-povertypolicies”. In order to greatly reduce poverty in america,the U.S. government needs to develop a comprehensive, rigorous, anti-poverty policies strengthen all families.
