Compared with other poverty groups,the poverty of women's groups shows two significant characteristics: one is transitivity;the other is concealment;plus the average education level of American women after World War II is generally lower than that of men in the same period.,And social discrimination against women workers,making women more vulnerable to poverty and more difficult to escape from poverty on their own.After the Second World War,although successive US governments introduced a series of measures to solve the problem of women's poverty,these measures were not specifically designed to address women's poverty.In 1964,Lyndon Johnson announced the implementation of the "War on Poverty" plan,which reformed the Family Assistance Program(AFDC)for raising minor children as a special plan to alleviate poverty among women.Johnson plans to address women's poverty by increasing social benefits and increasing relief for poor single women heads of households.Direct welfare relief has not achieved the expected results,the number of women's poverty has risen,and a large number of welfare scandals have cropped up.The Johnson government is facing a heavy financial burden and social pressure.Although Johnson tried to join the job requirements in the later period,the Family Assistance Program(AFDC)for raising minor children at this time has been in trouble.In 1968 Nixon came to power to reform welfare policies and launched a family assistance program.Compared with Johnson's Family Assistance Program for Raising Minor Children(AFDC),the Family Assistance Program focuses on the role of work in poverty relief,and uses work as a necessary condition to receive relief to stimulate recipients' job desires;has established relief standards;Increase the minimum standard;pay more attention to the fairness of relief between states;meanwhile,lower the threshold for relief and expand the scope of relief;include a large number of men in the plan to envisage reducing the increase in the number of poor single women by maintaining stable marital status.However,the plan was unsuccessful due to thedifferences in the welfare concepts of the two parties and the tumultuous inter-party interests.After the "Watergate Incident" broke out,Nixon stepped down,and successor Ford and Democratic Carter's welfare reforms borrowed from Nixon's reform ideas to a certain extent.
