| I. Background of researchState enterprises are the backbone of China's national economy. Within the development of Reform and establishing of market economy system, the management system of state enterprises was being reformed step by step, management mechanism transferred constantly, market competition abilities increased, large quantities of state enterprises develop and strengthen themselves in this progress. There are also some state enterprises can not adapt to the requirement of market economy, transferred their mechanism laxly, met difficulties in their production and management progress with their weak market competition abilities, and their financial benefits reduced in large range. All things considered, the reasons are various, but one of those reasons is very important, it is the lack of an effective inspiration system in state enterprises, especially an scientific and rational inspiration system to those operator in state enterprises. The fact of lacking of enthusiasm and creativity, leads to the exanimate status of state enterprises. All circles began to recognized the position of operator in state enterprises in recent years, relevant inspiration system was mentioned into schedule. Theoretic circles, enterprises circles and all levels governmental department carried out their investigation and exploration, many regions and department launch on reforms on salary and income distribution system of state enterprises' operator, tried to implement year-salary and stock right inspiration system. Though these experimental units show some effect on enhancing enthusiasm of operator and energy of enterprises, it is still far to the effect as anticipated due to some reasons on management system, operation mechanism, and system design, suitable measure, and policy circumstance. From the scope of country-wide, the reform on select and appointment system was slowly advanced, operators' market established relaxedly, inspiration on materials was inadequate, supervising system was uncritical, these lead the result that there is no breakthrough in the reform of inspiration system to operator of state enterprises. Many problems are needed to be solved. On the basis of the experiences succeed in market economy, the necessity and feasibility of the inspiration system, to establish an effective inspiration system is the certain choice to the reform of state enterprises. Under such circumstance, on the basis of summarizing the experiences in experimental units, with using western countries' experience for reference and inspiration theory in modern management, the author investigate and explore the inspiration system to operator of state enterprises on the aspect of system and countermeasure.II. Basic idea to establish inspiration system to operator of state enterprises 1. To unify the responsibilities, contributions, risks, and benefits, to relate the reward and operation benefits and risks;2. To combine the fixed incomes and risks incomes, take risk incomes as main method, increase inspiration impact via high-risk income; 3. To combine the short-term inspiration and the long-term inspiration, to avoid short-term activities;4. To enlarge the gap between the operator and the other estates, to increase the degree of inspiration.III. devising state enterprises operator salary system on the basis of orientation of state enterprises' object and reform progress system.1. There will be two kinds of forms in existence after state enterprises reformed: a. State enterprises assuming state's policy objects. The operator of these enterprises can be considered as official, and the inspiration system will be devised refer to official standard and take efficiency requirement into account.
