There are various indications that human society is undergoing an enormousreform, i.e. to transit from industrial economic times to intellectual economic times.Inevitably the transition will bring about great influence on man's social life, promptprofound changes to the content and mode of national security and expedite newsecurity concept. Therefore, after a meticulous study, this author puts forward someinstructive ideas concerning China's present national security construction.Through historic analysis and comparison, this paper first stipulates the definitionof intellectual economy and expounds the conceptual evolution of national security;then it starts a discussion from the point of the deconstruction of intellectual economy'sinfluence on national security;finally it advances a new security concept orientedtowards intellectual economic times, that is, to take traditional and untraditionalsecurity concepts into consideration simultaneously to establish a comprehensivenational security concept, with Chinese national security as its priorityThis paper contains three sections:Section one:The summarization of intellectual economy and national securityBuilt upon the production, distribution and application of knowledge and information,intellectual economy begins at l970's and develops at l990's.It is an ever-growingsystem with such characteristics as possessing rich connotation, developing by stagesand opening for improvement. National security is the essential factor of securitytheory It refers to a country's development and the whole environment anticipated byits continuable development. It also refers to the summation of policy, guideline andideological security makes its parallel, interwoven by other forms of securitySection two:Intellectual economy's influence on national security. It is thekeystone of this paper Intellectual economy is a category belonging to economic base,whereas national security falls into superstructure. The forthcoming of a new erainevitably brings about revolutions in the foundation, criterion and connotation ofnational security. Firstly, in intellectual economic times, national security's spaceexpands and it's content appears to be suppositional. The emergence of internet givesbirth to networking national security. TherefOre, how to enhance the suPervision of netspace and avoids its bad effects becomes a new task of national security Secondly,intellectual economy makes sovereign concePt evolve and modifies the content ofnational security. Wth the develOPment of advanced tDehnology' tCrritorial security's -core position has been challenged, and "informational sovereignty" is getting to be thefocus. Thirdly' during intellectual econondc hmes, the principal part affecting national ~security has experienced profOund changO.
