Economy is transferring into knowledge -based economy. Society is turning into knowledge - based society. Knowledge - based economy is based on knowledge producing, distributing and using. With economy's forming and developing, enterprise needs new management mode, theory and organizing form. So enterprise, which is principal part in economy society, has to change traditional conception and mode, andestablish new enterprise form -- Knowledge Enterprise, and implement newmanagement mode--Knowledge Management.First, this paper analyses reasons that enterprise has to turn to knowledge enterprise and bring into effect knowledge management in the knowledge -based environment. Secondly, it introduces that knowledge enterprise is made up of knowledge, knowledge management, knowledge employee, intellectual capital, intellectual product and nuclear competition, and the problems related of knowledge enterprise. Thirdly, based on discussing knowledge in enterprise, it expatiates KM meanings, basic requests and knowledge management flows which include knowledge collecting and coding, knowledge accumulating and storaging, knowledge sharing and communicating, knowledge inaugurating and incrementing. Fourthly, it introduces needs, designing aim and principles of knowledge management, and advances concept model, which include knowledge applicating layer, knowledge producing layer and knowledge resource layer, in building knowledge management system. Fifthly, it expound three steps in KMS integration: information integration, process integration and intellectual integration. Sixthly, it formulates the implementing course when bringing into effect knowledge management. Finally, this paper confirms those content by two cases.
