The Massive Development of the Western Region &the Innovation of the Government's Economic RoleThe massive development of the western region is a magnificent trans-centuryproject in china, Its success to a large degree, hinges on the correct location theeconomic entities involved in the western development, among which the government'seconomic role is the key one. As a result it turns out to be the theoretical problem whichgreat importance is attach to that how to interpret the economic role of the governmentand how to choose the effective intervention pattern of the government. This papercenters on the above-mentioned problems and offers my humble opinions, namely, thegovernment must break through its original thinking modes, blaze new trail and innovateits economic roles.Based on the setting of the western development, backed by the general theory onthe government's economic role and. J. A. Schumpeter's innovation theory this thesisreveals a series of theoretical and practical problems about the government's economicrole, which have little or not been approached at present. by absorbing lessons of theprevious western development' of the reform and opening-up in the southeast coastalareas. and of the foreign government's action in develop the backward areas andaccording to the features of the government's economic role at our period and our actualconditions. For example, what is the innovation of the government's economic role?What are the characteristics of the innovated economic role of the government, why doesthe massive western development need the innovation of the government's economicrole? What is the system frame demanded by the innovation of the government'seconomic role? etc.Based on the location of the government's economic role. in the westerndevelopment. The thesis provides a new pattern of the economic roles of both the centraland local government in the western development and the constraint and supervisorymechanism which guarantees the high efficiency of the pattern. Due to the fact that thisresearch is comparatively new, the discuss have is not very sufficient with the simple toopen to all better judgments and deeper research work.
