Network Management and Maintenance Center (NMMC) of Guangzhou Telecom is the core department of local network operation and maintenance. On the eve of that China join the World Trade Organization (WTO), China Telecom Group are having her reorganization, Guangzhou Telecom as an subsidiary of China Telecom is facing both challenges and chances. So it is time for Guangzhou Telecom to make innovation on the organization system on the network operation and maintenance coming with the whole organization, in order to become a strong support of customer service and to meet the demands of customer.By analyzing the existing state of network operation and maintenance in Guangzhou Telecom, and in view of theories on management, this paper discusses the countenneasure of organization system reform and NMMC restructuring. In the end, this paper gives some advise on organization structure, business processes reengineering, job management, performance appraisal, motivation and the effect of the organization culture during the organization innovation.
