Forestry Fund System Theory And Practice

Environment and development, has become the serious problem that gains general attention in international society. That protect eco-environment and realize the sustained development is concerned directly with the future and fate of human being. Forestry has become the department of importance that provides basical condition for the survival and development of human being, which is not only basical business of national economy, but also public facilities of importance. The development has to give consideration to both ecological profit, social profit and economic profit. Meanwhile foresUy is a special business, whose productive period is long, and profits needs a long time too, so forestry lies in inferior position in market competition. The special running principle of forestry, call for objectively government to adopt protection policy and support its development by establishing rational capital investment and compensation system.In recent years, China has gradually enhanced the investment in forestry, but in general, these have been a large gap between the investment and practical demand. Because it cannot meet the forestry development and eco-environment construction, enhancing forestry investment still is the importance problem of forestiy development and eco-environment construction. Establishli~g forestry fij~pcl system is the practical choice of enhancing forestry investment. But present forestry fund system is not perfect, for it has not started new capital origins and total capital has grown very slowly. Based on the condition and problem of forestry fund system, the paper generalize the practice of China抯 forestry investment and introduce good experience of foreign forestry development, at the same time, the paper propose tentatively the forestry fund system that is suitable for our country situation ,and can be operated easily.
