Research On Administrative Democracy In Contemporary China

The citizen is considered theoretically the master of the state, but practically is the opposition of the administration. As the master of the state, the citizen necessarily longs for joining in the administrative decision and execution; as the opposition of the administration, he is in the position of being administered and obeying. It is the contradiction in democratic theory and practice that makes us think over the following question: How the citizen exercises democratic right before administrative power. The presentation of administrative democracy is the necessary outcome of development of market梠riented economy, the incarnation of democracy抯 own valuable function in administration, and the practice of the proper relationship between the citizen and administration. That only administration in democracy can prevent the alienation of public power demonstrates the necessaty of administrative democracy. The function of administrative democracy is control and division of power, in addition to authority and creation, and so on. The subject and the coral function of administrative democracy and political democracy is the same, but not in how to exercise democracy. The relationship between administrative democracy and administrative legality is one thing but two sides. In the construction of administrative democracy in modern China, there are many problems, which are shown in administrative organization, administrative function, administrative decision, administrative supervision. To improve and strengthen the construction of administrative democracy in China, we must first of all solve the following in theory: 瓵dministrative democracy and political democracy should be developed in a concerted way. ㏕he construction of administrative democracy should be suitable for the objective reality in China. 甌he government should be beyond the economic society. ~We should have effective system of power梒ontrolling and power梔ividing. Then we must take action to do well the following: ~DStrengthen the citizen抯 consciousness with administrative democracy; ￤iden the participation in administration; 甋trengthen administrative supervision and so on. Only, administrative democracy can ensure the proper development of market梠riented economy.
