Study On Sub-district Administrative Office’s Function Reform

Sub-district Office is a grass-root political organization. As the bond contacting government and the masses, it’s the basic unit for executing most of the national policies. During the early period of the establishment of People’s Republic of China, the only purpose of the establishment of the Sub-district Office was to organize a large of inhabitants who did not include in the "unit system" and ensured that all kinds of national important tasks run smoothly. In1954, the law of "Organization Act of Urban Sub-district Office" was enacted. The rules had definite the basic properties and the working tasks. After that, our national economic reform had constantly deepened. Because of the appearance of various problems, the function of the Sub-district Office changed tremendously.In China, with the rapid development of economy and society, and the Deeping of reform and opening up, the population who do not include in the unit is constantly increasing. The growing sense of democracy, equality and right cause more requirements from the masses, and different kinds of social contradictions happen frequently, so that the function of the Sub-district Office is suffering amount of new problems. For instance, the uncertainty of the functions and properties of the Sub-district Office make it difficult to perform duties; the relationship between the Sub-district Office and superior departments (also the comparable unit) is unclearly; the economic function hold the prominent position, so that the Sub-district Office can not develop the function as usual; there is no specially qualified person and enough right and enough money to guarantee the work run smoothly.Nowadays, the function of the Sub-district Office becomes more and more complicated, which must be executed because of his crucial role for the rapid development of national economy and society. Consequently, we need to explore and practice carefully, and solve all kinds of problems which is harmful for the function execution. Also, it’s necessary to enact a law to define the function and properties of the Sub-district Office which is adequate for the national condition and the social process development. Furth more, it will further smooth and clarify the relationship between the government functions and Sub-district Office. Meanwhile, deal with the dialectical relationship between the social management and economic construction with the guidance of the "scientific development". We should pay more attention on the social management and public service. With the specially qualified person, the enough guarantee of right, and financial strength, we will give full play to do the job better.
