Study On Regional Innovative Milieu

There are several factors contributing to Regional Economical Increase, such as land capital,labor technology,institution and scale economy .In the process of industrialization and the post_ industrialization , regional innovation is the main impetus of regional development ,in which technical innovation is one of the main sources of the regional sustainable development. Regional Innovation System (RIS) is the network of organizations related to knowledge and technical innovation .The core and main part are firms, which form industry cluster .Its milieu is Regional Innovation milieu (Rllvl), which can be described as the factors affecting technical innovation and diffusion. Its function is regional Innovation, which includes technical institutional and social innovation; and the latter two have great effects on the former one. RIM includes institution social culture and resource ,and has great effects on technical innovation. Based on this , the dissertation uses the theories and methods of Investment Climate to analyze RIM ,and classify it into 4 types :political~. economical social culture and resource milieu. It puts emphasis on innovation poIicy~ science and technology resource social network; and puts forward the assessment index system of regional innovation milieu, in which the assessment of science and technology resource and knowledge fluency are crucial. At last it analyzes Wuhan RJM preliminarily. The dissertation maintains that regional innovation is the main impetus of regional development, in which technical and institutional innovation are the main sources of regional sustainable development ;and RIIvI has great effects on technical innovation. The firm is the main part of technical innovation and innovate at its own in the market; The government should better RIM and avoid losing efficacy of system and market. Therefore the government should formulate innovative policy and laws, pay attention to innovation education and culture to form the regional innovative network , moreover ,build modem infrastructure and living condition .RIS is a regional . complex and self-organizing system. Thus, different RIM should has different development model. It enlightens regional development, especially to High-tech District.
